The ask

Conduct a thorough application landscape analysis to research, categorize and benchmark potential solutions to replace the existing educator licensing and renewal system, with either commercial off-the-shelf or custom development options.

Our approach

• Researched and identified 30 solutions in use across 26 other states.
• For each, developed a comprehensive overview of the vendor and their application, benchmarked implementation timelines against similarly sized initiatives, and where possible captured costs for the leading candidates.

The outcome

A tailored procurement strategy allowing the office to target the strongest vendors and elicit the best possible responses — and, realistically, the best prices — from bidders.

Why it matters

Twenty-six other states had already made this decision and lived with the consequences. Reading that record before writing the RFP is the cheapest possible way to buy the information.
