Conduct business process reengineering and capture business and technology requirements and use-cases, allowing the authority to sunset three legacy mainframe applications and migrate to modern technology.

- Interviewed stakeholders across tenants, applicants, business, technology, legal and leadership to redefine the future of business operations — and from that developed future-state business processes and the technology requirements they imply.
- Captured current-state application, integration, data and physical architectures.
- Screen-scraped each legacy system to capture business logic that existed nowhere but in the code itself.

- Over 800 requirements captured, improving business operations, reducing IT complexity and support costs, and increasing auditability and HUD compliance.
- Revised business processes incorporating the automation and improvements that modern technology made available.
Why it matters
Undocumented business logic buried in a mainframe is the single most common reason legacy migrations fail. Screen-scraping every legacy system to recover it is unglamorous work, and it is the reason the requirements held up.
